Planners will be asked this month to imagine this city in 2036.
They will also be asked how Fall River should get there.
The Fall River Office of Economic Development will advertise this month for proposals to reinvent the downtown area and the waterfront.
The plan is to make both zones urban renewal areas, which will give the city greater powers of eminent domain as well as more latitude when applying for state and federal grants to pay for improvements.
